Methods and limits

High ambition. Precise evidence.

The research separates observed data, estimates, scenarios, coherence checks, country cases, methods inherited from the literature and still-open hypotheses. A strong result in one domain is not automatically extended to the project as a whole.

Current quantitative findings

Findings and limits first

A narrow financing frontier

In the 195-country planning test, a high-ambition financing configuration closes all gaps in all 144 scenario-year combinations examined, while a conservative configuration does not. In the tightest case, about 99.3% of the modelled transferable financing capacity is already used and the reported remaining headroom is about US$4.9 billion. The result identifies a conditional financing frontier, not proof of global feasibility.

The definitive global balance remains open

The current quantitative model distinguishes 22 service components across 195 countries, giving 4,290 country-service cells before years and scenarios are added. Some decisive country-level inputs are not yet identified with sufficient reliability to compute a defensible global balance. Current evidence supports neither the conclusion that global public financing is sufficient nor the opposite conclusion.

Public finance

We analyse fiscal and financing instruments while separating theoretical capacity, usable fiscal space and actually transferable resources.

Stress testing

Scenarios and red teaming are used to look for failure modes, dependencies and conditions under which a proposal stops being plausible.

Evaluate models

Software, accounting, historical comparison, external corroboration, sensitivity, uncertainty and reproducibility are different checks.

Current state

What we know today

The current quantitative picture contains a conditional result and an unresolved limit. In the 195-country planning test, a high-ambition configuration clears all 144 scenario-year combinations examined, while a conservative configuration does not; in the tightest case, about 99.3% of the modelled transferable capacity is used. The current country-level model distinguishes 22 service components across 195 countries, but some decisive inputs are not yet identified with sufficient reliability for a definitive global balance. Current evidence therefore supports neither the conclusion that global financing is sufficient nor the conclusion that it is necessarily insufficient. Existing literature already provides mature methods and models for many parts of the problem and is treated as a foundation to use, not as an empty space to claim.

Needs and resources

The work separates service needs, material stocks, workforce, infrastructure and delivery capacity. A monetary cost alone does not describe these real quantities.

Available finance

Potential revenue, domestic fiscal space and additional external finance are different objects. Current estimates distinguish theoretical capacity from resources that are actually usable.

Execution capacity

Budgeting, public investment, procurement, workforce, logistics, information systems, delivery and remedies are distinct dimensions of execution capacity.
